冷戰思維未讓美國新政府放棄與韓舉行“乙支自由衛士”(UFG)海上聯合軍演。這樣一來,華盛頓沒有抓住中俄“雙暫停”倡議帶來的為朝鮮半島緊張局勢降溫的機會。“乙支自由衛士”的歷史要追溯到1976年。

在演習開始前夕,平壤就頻發威脅稱,美國用軍事遊戲火上澆油。演習之前通常各方都會發表這種好戰言論。平壤將其視作美韓入侵朝鮮的挑釁式彩排。此次演習之前,平壤試射了兩枚洲際彈道導彈,還威脅會用它們打到美國境內,但後來收回了這一聲明,警告會根據華盛頓的下一舉動行事。


而下一舉動是否就是美韓軍演?俄羅斯科學院遠東研究所專家康斯坦丁·阿斯莫洛夫不排除平壤會做出激烈反應:“平壤通常會發表一系列聲明來回應,或用發射和射擊來回應美韓軍演中的發射和射擊。再看吧,甚麼都不能排除。美韓聯合軍演一年舉行兩次,每次都會導致半島局勢惡化,這次也不會例外”。

2015年“乙支自由衛士”軍演期間,朝鮮和韓國在陸地邊境一帶發生火炮和導彈對射。事件起因是,兩名韓國士兵在非軍事區踩雷受到重傷。韓國指責朝鮮士兵潛入韓國佈雷。

朝鮮半島導彈危機背景下,小型局部事件演變為大型武裝衝突的風險激增。

軍演前夕,北京委婉但明確地向華盛頓和首爾發出信號:不應引發局勢升級。中國外交部發言人華春瑩表示,“雙暫停”倡議是當前形勢下最為合情合理、公平公正和現實可行的一個方案。她指出,“雙暫停”機制不僅可以緩解當前緊張局勢,也能解決各方最急迫的安全關切,並為恢復和談提供機遇、創造條件,找到擺脫困境的突破口。華春瑩稱,考慮到危機升級,美國稱“乙支自由衛士”為例行軍演,以及並未違反國際法准則等言論都應擱置一旁。

北京呼籲華盛頓保持理智,華盛頓沒有接受,結果如“冷戰”時期一樣,現在朝鮮也在制定毀滅計劃。遼寧社科院朝鮮半島問題專家呂超認為,冷戰思維沒有根除。

呂超: “我認為的確如此。雖然美韓兩國將軍演稱為“例行軍演”,但是最近幾年,美韓聯合軍演每年的內容都不一樣,而且規模越來越大。這種舉動會令朝鮮感到國家安全受到威脅,從而愈加頻繁地進行有針對性的核及導彈試驗。應該說,美韓的聯合軍演與朝鮮的核及導彈試驗同樣都是對半島安全穩定局勢的挑釁,是非常危險的行動。今年兩國的軍演又是在朝鮮半島局勢高度緊張的狀況下進行,特別是目前美朝隔空罵戰已經到了無以復加的程度。如果美韓開展軍演的規模對朝鮮有所刺激的話,很可能會導致朝鮮半島局勢更加緊張,這是應該警惕的。”

五角大樓表示,參演官兵人數將達4萬人,此外,韓國民防專家也將參加演習。首爾此前表示,此次軍演規模不如2016年,以免朝鮮受到強烈刺激。俄羅斯軍事專家康斯坦丁·阿斯莫洛夫認為,此次演習的規模顯然超出了正常的軍隊合作和訓練水平。他說, “此次共有大約6萬至7萬人參演。建議將其與俄白“西方”軍演進行對比,後者參演人數至少比前者少一倍。但烏克蘭和波羅的海國家卻開始不斷抗議俄白演習。想象一下,若俄西部邊境軍演規模如美韓軍演之大,科目如美韓軍演之多,那麼我認為,這一問題早就已經提交聯合國安理會審議了。”

據韓聯社消息,參演方考慮向朝鮮半島調派美國軍機參加演習。韓國一高級軍官警告稱,將對任何攻擊施以無情報復。
